The shipper (establishment) accepts responsibility to ensure that all regulated articles, including wooden (hive) boxes, pallet wood, crates, and any other equipment, or means of conveyance (trucks, trailers, or any vehicle of transport) being shipped from the state of Michigan are free from all life stages and meet the following certification guidelines.

All regulated articles shall be self-inspected by trained personnel (see Training below) for any life stages of SLF and SM prior to shipment.
Spotted Lanternfly: if any life stages are found, the firm must notify MDARD within 24 hours through MDARD-NurseryCE@michigan.gov and restrict movement of any regulated articles on premises until released by MDARD.
Spongy Moth: if any life stages are found, notify MDARD within 48 hours. All larvae, pupae, and/or egg masses must be removed. For egg masses, saturate with horticultural oil to runoff before thoroughly removing them.
Only designated and trained personnel are qualified to conduct self-inspections. Review and complete MDARD’s training modules on Spotted Lanternfly and Spongy Moth life cycles and how to identify the different life stages. Retain these and present to MDARD inspector at time of inspection to receive Certificate of Quarantine Compliance (CQC).

When transporting regulated articles through or from generally infested areas, all certified regulated articles must be safeguarded with a covering adequate to prevent access by any life stages of SLF and/or SM. Regulated articles transported by truck from a non-infested area must go directly from origin to final destination without stopping (except for refueling and traffic conditions). The regulated articles must be accompanied by an MDARD-issued CQC with Declarations stating that they meet the requirements of CDFA No. 3287 and the federal SM quarantine.
