August 20, 2018 - The Dept. of Licensing and Regulatory Affairs (LARA) issued an order of summary suspension and notice of intent to revoke the adult foster care small group home license Assisted Living W Drive North, AF130305310 of Bobbi Greenwood-Easter at 11303 W. Drive North, Bellevue, MI, for improper financial practices, failure to appropriately provide and dispose of medications and lack of good moral character.
In total, LARA’s Notice of Intent to Summarily Suspend and Revoke is alleging eight violations of the Adult Foster Care Facility Licensing Act. The severity of the allegations resulted in the joint summary suspension and the notice of intent to revoke the license.
Specifically, as outlined in the order, the licensee is accused of:
- Overbilling a resident for $6,100 and refusing to return the funds.
- Obtaining a Power of Attorney Not Affected By Disability from a resident and then getting a car loan for $33,263.44 to purchase a black sports utility vehicle for personal use under the resident’s name, without the resident’s knowledge.
- Failing to administer medication to resident pursuant to label instructions and dispose or destroy discontinued resident medications.
Based on these allegations, LARA took emergency action to protect the health, welfare, and safety of vulnerable adults.
The summary suspension was effective at 6 p.m. on August 17, 2018 and prohibits Greenwood-Easter from operating an adult foster care family home at 11303 W. Drive North, Bellevue, MI, or at any other address or location. The order also requires Greenwood-Easter to inform all guardians of adults in her care that the license has been suspended and that she can no longer provide adult foster care services.
An order of summary suspension is a temporary measure and not a final determination that a licensee has violated the Adult Foster Care Facility Licensing Act. A licensee has the right to appeal this suspension.
