LARA Suspends Unarmed Combat Promoter License of Lank Promotions of Dearborn Issues fines and sanctions

June 22, 2018 - The Michigan Department of Licensing and Regulatory Affairs (LARA), Corporations, Securities & Commercial Licensing Bureau (CSCL) suspended the unarmed combat promoter license of Lank Promotions, LLC of Dearborn, MI, effective June 22, 2018, based on violations of the Unarmed Combat Regulatory Act.

“All amateur Mixed Martial Arts fights in Michigan must operate lawfully, and be state-approved to protect the health, safety, and welfare of all contestants,” said CSCL Director Julia Dale. “We want to ensure that professional and safe environments are provided for the athletes.”

A default hearing was held in this matter on April 9, 2018, which found Lank Promotions in violation of the Act. On June 28, 2017, a licensed professional boxer filed a complaint against Lank Promotions alleging, among other things, that Lank Promotions never paid him for a fight at Ford Community Center on June 25, 2017. Lank Promotions failed to provide a copy of the contract with the boxer to LARA at least one business day before the fight. More importantly, the contract unlawfully required the boxer to sell tickets as a condition of receiving payment for the boxer’s services. The contract required the boxer to sell $600.00 worth of tickets as a condition of receiving payment of $600.00 for the fight. As a result, Lank Promotions was found to have engaged in fraud, deceit, or dishonesty in performing the duties of a promoter.

“By law, professional boxers must be hired for their ‘skill in a contest’ and not for their ability to sell tickets,” said Dale.  “LARA enforces the rules to protect the integrity of the sport and the safety of the boxers by allowing them to focus on training and preparation for the bout, rather than promoting the event.”

After review by the Unarmed Combat Commission, LARA issued a Final Order on June 22, 2018, suspending the license of Lank Promotions, LLC for a minimum of two years or until the fine and costs are paid, whichever is later, after it pays a fine of $10,000, plus administrative costs of $3,000, for a total amount of $13,000.00. The fine and costs must be received by LARA within 60 days. Lank Promotions’ license will remain suspended and LARA will deny any future applications for licensure or renewal until the fine and costs are paid in full; and Lank Promotions must successfully petition the Commission to lift the suspension and apply for relicensure. Lank Promotions has the right to appeal the Final Order to the appropriate Michigan court.
