Transportation Management Areas TAP application process

A new process has been introduced to apply for Transportation Alternatives Program (TAP) funding allocated to transportation management areas (TMAs) through metropolitan planning organizations (MPOs). This change only affects projects seeking TMA TAP funding; the Statewide TAP process remains unchanged. Projects targeting both TMA and Statewide TAP funding will need to apply to both funding sources separately.

TAP is a competitive grant program that uses federal transportation funds designated by Congress for specific activities that enhance the intermodal transportation system and provide safe alternative transportation options. Congress allocates a portion of TAP funds for distribution by each state’s department of transportation, as well as TMA TAP funds for distribution by the large MPOs in each state.

The changes to TMA TAP impact the application process, the software used, and the administration of TMA-funded TAP grants. The changes do not affect the funding, timeline, federal requirements, Local Agency Program implementation, or other aspects of TAP grants.
