John C. Jacoby

For more than 30 years, Jacoby drafted most of the highway legislation passed by the Michigan Legislature. As director of administration and general counsel for the Wayne County Road Commission he was widely recognized as the state's top legal authority in the field. County road commissions throughout the state relied on his freely-given counsel and called on his expertise in Michigan's first three comprehensive highway needs studies. Jacoby was a founder of the Michigan Good Roads Federation and was its president in 1953. He was president of the County Road Association of Michigan in 1957.
