Robert S. Scott
With a broad background in administration, engineering and land surveying in both the public and private sectors, Scott's work encompassed not only roads, streets and highways, but railroads and airports as well. He became the premier consultant to county road commissions throughout Michigan in their efforts to improve operating efficiency. Throughout his career, he improved and devised new methods of financing, constructing and maintaining roads and bridges, particularly in counties and small cities. Scott pioneered development of uniform equipment rental rates and, through his statistics and cost analysis approach, made it possible for road commissions to compare the management of their own operations to those of virtually every other commission in the state.
