MDOT’s Small Business Program (SBP), in accordance with 49 CFR Part 26, is developed to provide small businesses with contracting opportunities on federal and state funded transportation projects. The SBP establishes a construction and consultant/engineering small business goal setting process on MDOT contracting and consulting projects.

Eligible SBP firms, including Disadvantage Business Enterprises, in the program will have opportunities to participate in selected federally-assisted contract opportunities set-aside by MDOT and contracts with SBP goals.
In 2012, as part of its broader commitment to supporting small businesses, MDOT established small business set-asides on selected federally-assisted construction contracts that have an estimated construction cost of $1,000,000 or less and consulting contracts that have an estimated consultant cost of $250,000 or less and have available certified and prequalified DBE and SBP firms to compete and perform work for each selected project within the geographical area of the project.
