Project advertisements
Project advertisements for highway, road, bridge, aeronautics and rail construction are posted on the Contractor Services Center website up to six weeks before a scheduled bid letting.

Proposals plans and addenda
Proposals, plans and addendums are available at no cost on MDOT’s eProposal website, while printed materials can be purchased through registered print vendors listed on the bid letting website; provide the project call number when ordering.

Prequalification
Contractors must be MDOT‑prequalified in the work class listed for the project to bid as a prime or a subcontractor unless it is marked “prequalification waived.”
Prime and subcontractor bidding

Electronic bidding
MDOT uses electronic bidding, and contractors must have a BidX subscription to submit bids, access fee schedules, use enhanced bidding and create a digital ID.

Required forms filings
Form 1300EZ and Form 1381 are required to bid as a prime contractor. Form1300EZ must be filed within the dates in the current letting schedule, and Form 1381 is due by 5 p.m. the day before the bid letting. Both forms can be submitted online or by email to MDOT‑BidLetting@Michigan.gov.

Subcontractors
Subcontractors must be prequalified in the work class they will perform. They are not required to submit Forms 1300EZ or 1381 to MDOT and instead provide quotes directly to prime eligible bidders.
