ProjectWise folders and environmental documents
Purpose
This guidance explains how local agencies request creation of a ProjectWise (PW) folder and how to submit required environmental documents to MDOT’s Local Agency Program (LAP) for review and approval.
Local agencies may request a PW folder as soon as the job is programmed.
Background
Projects receiving federal transportation funds must comply with the National Environmental Policy Act (NEPA).
To initiate this process, local agencies submit:
- Section 106 Cultural Resources documentation
- MDOT Form 5323, Local Agency Environmental Clearance Form
These documents are reviewed by MDOT’s LAP Environmental Unit within the Environmental Services Section (ESS), acting on behalf of FHWA.
ESS staff can assist local agencies and consultants early in project development to help determine the correct level of environmental review and necessary documentation.
After MDOT creates the PW folder, agencies should upload initial environmental documents at least six months before Grade Inspection (GI), per the LAP Project Planning Guide.
MDOT requires all documents to be digitally signed only after ESS instructs the agency to do so.
