LANSING, Mich. - During their Nov. 5 meeting, the State Transportation Commission (STC) approved a resolution supporting federal legislation that would recognize state, local and tribal government snowplows as emergency vehicles and exempt them from the U.S. Clean Air Act.
Michigan’s winter months are quickly approaching and across the state, the Michigan Department of Transportation (MDOT) and local road agencies are completing final inspections of winter maintenance fleets and receiving early shipments of road salt.
Road crews provide a critical service during winter storm events, making their efficiency an essential component of storm response to ensure roads remain as safe as possible for all drivers.
In May, U.S. Rep. Jack Bergman (MI-01) introduced H.R. 8782. The Protecting Lifesaving Operations during Winter Storms Act, or PLOWS Act, would exempt snowplows used by state and local government agencies from federal diesel emission regulations in recognition of their public safety mission. The County Road Association of Michigan (CRA) had previously escalated the concern, after noting the impacts of emission regulation devices that are included on newer snowplows.
“If an emergency vehicle is trying to get to somebody in a blizzard but cannot because the snowplow is not operating, that’s a problem,” said STC Commissioner John Peracchio. “It elevates the status of the snowplow as an emergency vehicle in terms of the exemption.”
The STC unanimously approved the resolution supporting H.R. 8782, which currently awaits further review by the U.S. House Committee on Energy and Commerce.
