About the pilot project
In mid-2026, MDOT launched the Michigan Road Usage Charge (MiRUC) Pilot Project as directed by Public Act 22 of 2025, Article 15, Part 2, Section 1005.
In early 2027, MDOT will implement a six-month pilot with 1,000 participants to explore the potential of transitioning Michigan’s primary road funding formula to a per-mile road user charge (RUC) instead of per-gallon state gas tax. A final report of findings and recommendations is due to the Legislature at the end of 2027.
Michigan's transportation system provides the foundation for our daily lives, connecting us to jobs, schools, healthcare, goods and services while supporting economic growth and quality of life across the state. Transportation revenues have not kept up with inflation, which means less funding to support the maintenance and operations of state roads, bridges and infrastructure.
A long-term, sustainable funding solution is critical to keeping Michigan moving.
