NEPA Guidelines
Most federal agencies, including federally funded agencies like MDOT, must comply with the National Environmental Policy Act (NEPA) before final decisions about projects that could have an environmental impact are made. NEPA applies to a range of federally funded actions, including MDOT construction projects. The environmental review process under NEPA allows citizens to be involved in transportation decision-making and to offer input on alternative ways to accomplish proposed construction projects and mitigate environmental concerns. NEPA provides citizens the opportunity to work with local agencies and community stakeholders so that public comments and opinions are taken into account. This guide has been developed to inform citizens and organizations about the decision-making process and how to effectively participate in MDOT environmental reviews under NEPA.
