    A National Pollutant Discharge Elimination System (NPDES) permit issued by Michigan Department of Environment, Great Lakes, and Energy (EGLE) in April of 2004, authorizes MDOT to operate storm sewer systems throughout the state by utilizing six minimum control measures, which include:

    1. Public Education Program (PEP);
    2. Public involvement/participation;
    3. Illicit Discharge Elimination Program (IDEP);
    4. Post construction stormwater management program for new development and redevelopment projects;
    5. Construction stormwater runoff control; and
    6. Pollution prevention/good housekeeping for MDOT operations.

    MDOT created a Stormwater Management Program (SMP) document to outline permit requirements and identify steps MDOT will perform to reduce stormwater pollution.
