Paul J. McDonald

Chief Administrative Officer

Paul J. McDonald is the chief administrative officer of the Michigan Department of Transportation (MDOT), overseeing the Bureau of Finance and Administration, Office of Aeronautics, Office of Passenger Transportation, Office of Rail, Office of Enterprise Information Management, and International Bridge operations. 

Prior to his appointment in November 2025, McDonald served as the chief financial officer for the Department of Environment, Great Lakes and Energy (EGLE) for more than 10 years. In addition, prior appointments included serving as the Department of Community Health’s chief accountant and as accountant for the Office of Financial Management in the State Budget Office for more than 28 years of state service.

McDonald is passionate about and has been a strong advocate of investing in the state of Michigan’s infrastructure. While at EGLE, he served as the Region 5 representative on the board of directors for the Council of Infrastructure Financing Authorities. Continuing his infrastructure pursuit at MDOT, he was recently appointed treasurer for the Mid America Association of State Transportation Officials (MAASTO).

A graduate of Michigan State University with a degree in accounting, McDonald also has personal interest in technology that led him to earning a degree in computer security and controls from Lansing Community College after beginning his career with the State of Michigan.

McDonald is a Michigan native, lives in DeWitt with his wife Melissa and two children, Caiden and Madison, and bleeds green.
