Infrastructure Projects Authority Fund (IPAF) - Transformational Transit

MDOT is launching the Infrastructure Projects Authority Fund (IPAF) with the goal to provide long-term, sustainable funding to stabilize existing transit services and implement new or enhanced transformational transit options. An investment is considered transformational when it substantially improves the performance, function, reliability or integration of high-capacity transit services or networks linked to regional and statewide mobility and economic activity.

Public Act 16 of 2025 created the Neighborhood Roads Fund (NRF), which provides additional transportation funding for projects across the state of Michigan. Included within the NRF is additional funding for public transportation projects through the Public Act 16 IPAF. This call for projects will assist MDOT in selecting transit projects to support with this funding.

This call for projects includes three separate programs:

  1. New Service and/or Capital Projects (Implementation-ready for Fiscal Year (FY) 2027)
  2. Projects Not Ready for FY 2027 Implementation
  3. Planning Studies and/or Implementation Plans

Applicants must identify which program they are applying for. MDOT may elect to move awarded projects into a different program, if appropriate.

Awards are expected to be announced starting in October 2026.

Information sessions
  • 1:30 - 3 p.m. Monday, April 20
  • 11:30 a.m. - 1 p.m. Monday, April 27

These sessions will feature a walk-through of the website and call for projects process. Attendees also will be given the opportunity to ask questions and provide feedback ahead of the application going live in May. Information session registration and attendance are optional and are not required to apply.
