Blue Water Bridge plaza expansion project update: Pine Grove and 10th Avenue reopen to traffic

PORT HURON, Mich. -On Thursday, Nov. 20, the Michigan Department of Transportation (MDOT) reopened Pine Grove and 10th Avenue to traffic. This marks the significant completion of Component 1 of the Blue Water Bridge (BWB) plaza for 2025 in Port Huron.

Crews have been diligently working this month to complete the final items necessary to substantially complete this component of the project plaza expansion project. This included preparing the 10th Avenue/Pine Grove Avenue intersection, the Pine Grove Connector and eastbound I-94 to fully reopen to traffic.

Noise wall work will continue over the winter along westbound I-94/I-69 from Garfield Street south to the Black River. That work, along with landscaping and other punch list items, is anticipated to be finished in 2026. Intermittent lane closures along the Pine Grove Connector will be posted as needed in the spring for noise wall painting.

Component one of the BWB plaza expansion includes relocating Exit 275, reconfiguring the Pine Grove Avenue/10th Avenue intersection and rebuilding eastbound I-94/I-69 at the MDOT maintenance facility location. Additionally, the project involves installing noise walls along the eastbound I-94/I-69 exit to Pine Grove Avenue and along westbound I-94/I-69 Business Loop from Garfield Street south to the Black River Bridge.

Based on economic modeling, this $36.3 million investment is expected to directly and indirectly support 346 jobs.
