Healthy Moms Healthy Babies
The Michigan Department of Health and Human Services (MDHHS) is exploring mechanisms to reduce postpartum morbidity and mortality in Michigan. Potential options include:
- The authority granted under a State Plan Amendment. This authority was recently added as part of the American Rescue Plan Act of 2021 H.R.1319 with an effective date no earlier than April 1, 2022.
- A five-year Medicaid Section 1115 Research and Demonstration Waiver.
Either by use of the waiver or the State Plan Amendment, the State would extend the eligibility period of postpartum coverage from 60 days to 365 days. Extended postpartum coverage will increase access to health care coverage and ensure continuity of care during this important period. The State is considering both authorities to determine which will be the most efficient and effective for Michigan.
MDHHS submitted the concept paper below to the Centers for Medicare and Medicaid Services (CMS) on March 9, 2021.
