The purpose of this page is to provide juvenile competency stakeholders with access to relevant resources and information involving juvenile competency/restoration in the state of Michigan. MDHHS is required by MCL 330.2072 to endorse a training curriculum for mental health professionals other than psychiatrists or psychologists who provide juvenile competency exams.
It is up to the courts to ensure that qualified juvenile forensic mental health examiners meet legislative standards to perform juvenile competency evaluations. The full requirements defined by MCL 712A.1(o) are:
(o) "Qualified juvenile forensic mental health examiner" means 1 of the following who performs forensic mental health examinations for the purposes of sections 1062 to 1074 of the mental health code but does not exceed the scope of his or her practice as authorized by state law:
(i) A psychiatrist or psychologist who possesses experience or training in the following:
(A) Forensic evaluation procedures for juveniles.
(B) Evaluation, diagnosis, and treatment of children and adolescents with emotional disturbance, mental illness, or developmental disabilities.
(C) Clinical understanding of child and adolescent development.
(D) Familiarity with competency standards in this state.
(ii) A mental health professional other than a psychiatrist or psychologist who has completed a juvenile competency training program for forensic mental health examiners that is endorsed by the department under section 1072 of the mental health code and who possesses experience or training in all of the following:
(A) Forensic evaluation procedures for juveniles.
(B) Evaluation, diagnosis, and treatment of children and adolescents with emotional disturbance, mental illness, or developmental disabilities.
(C) Clinical understanding of child and adolescent development.
(D) Familiarity with competency standards in this state.
On Demand Training
Juvenile Competency Stakeholder Training
This on-demand training has been designed specifically to support stakeholders by providing an overview of the juvenile competency to proceed process in Michigan and the potential outcomes in the current statute. The training is several hours in length and designed for court probation officers, supervisors, judges, referees, prosecutors, attorneys, advocates, behavioral health providers, MDHHS juvenile justice specialists and managers, and other key stakeholders who work with youth involved in the juvenile justice system.

Qualified Juvenile Forensic Evaluator Training
This on-demand training is open to qualified forensic juvenile mental health professionals who are required to complete a juvenile competency training program endorsed by MDHHS pursuant to MCL 712A.1(o). The full requirements for qualified juvenile forensic mental health examiners in Michigan are outlined above. We highly recommend review of the statutory requirements/restrictions prior to registering for the training.
