WHODAS 2.0
MDHHS will use the World Health Organization Disability Assessment Schedule 2.0 (WHODAS 2.0) as the assessment and screening tool to support eligibility determinations for the 1915(i) State Plan Amendment (1915(i)SPA) and to screen individuals who may be eligible for the Habilitation Supports Waiver (HSW). The WHODAS 2.0 will replace the Support Intensity Scale (SIS).
About the WHODAS 2.0
The WHODAS is a 36-item tool that covers cognition, mobility, self-care, getting along, life activities (household and work), and participation. The tool was developed from a comprehensive set of International Classification of Functioning, Disability, and Health items.
Process for Decision Making
In the fall of 2023, MDHHS developed an assessment panel to inform MDHHS’ selection of a new tool. The panel included clinical and administrative professionals from Michigan’s PIHPs and CMHSPs, beneficiaries, family members, and advocates from across the state. Panel Members reviewed four candidate assessments and provided recommendations to MDHHS based on scientific acceptability, coverage of need areas, usability, feasibility, person-centeredness, and overall recommendation.
Tentative Implementation Timeline
MDHHS plans for the WHODAS 2.0 to be implemented as a tool to support eligibility determinations by Fall of 2026. Currently, MDHHS teams are convening to define the implementation process and plans to launch a steering committee with key partners in 2025. MDHHS has set a high-level timeline to include:
