The Behavioral and Physical Health and Aging Services Administration (BPHASA) combines Michigan's Medicaid office, services for aging adults and community-based services for adults with intellectual and developmental disabilities, serious mental illness, and substance use disorders under one umbrella within MDHHS. BPHASA is also the designated State Unit on Aging. The structure integrates teams that focus on aging and long-term care issues and allows BPHASA to develop innovative policies that benefit the state and its residents. It also builds upon existing efforts to deliver services to adults with mild to moderate mental illness.

The Office of Legislative Affairs serves as the direct point of contact with the Michigan legislature. The office oversees the development of the department’s legislative priorities, represents the departments position on pending legislation, and collaborates with stakeholders, program staff, and legislative bodies on the creation, elimination, or modification of legislation at the state and federal levels.

Policy, Planning and Operational Support Administration oversees inter- and intradepartmental policy development and implementation, manages cross administrative issue sections, and includes the Bureau of Operational Support, the Office of Workforce Development and Training, Workforce Transformation, the Office of Community and Faith Engagement and Division of Victim Services.
