Michigan In Lieu of Services

As a part of MDHHS’ continuous commitment to deliver Michigan residents equitable, coordinated, and person-centered care, MDHHS will encourage Michigan’s Medicaid Health Plans (MHPs) participating in the Comprehensive Health Care Program (CHCP) to offer in lieu of services (ILOS) that address Medicaid members’ health-related nutrition needs. ILOS are services the state deems to be medically appropriate and cost effective when provided as substitutes for other Medicaid covered services. MDHHS will designate a set of federally approved ILOS that MHPs may offer starting January 2025.

This initiative will build on and complement the existing food and nutrition strategies in Michigan. MDHHS’ goal for ILOS is to improve health and reduce the future need for medical services by reducing food insecurity and ensuring enrollees have access to nutritious foods.

ILOS Provider and MHP Policy Guidance

MDHHS sought public input on a proposed set of nutrition-focused ILOS in Medicaid from March 13 – April 5, 2024. In July, MDHHS released the drafted ILOS Policy Guide, which provided a comprehensive overview of ILOS, additional operational requirements and recommendations to support Medicaid Health Plans (MHP) participating in the Comprehensive Health Care Program and ILOS Providers in administering and delivering approved ILOS. MDHHS hosted a community feedback forum and facilitated an open comment period to seek and incorporate feedback on the draft ILOS Policy Guide from MHPs, community-based organizations, including those that are interested in becoming ILOS Providers and other interested parties. The Final ILOS Policy Guide is now available for your viewing purposes.

Learning Collaborative

The ILOS (In Lieu of Services) Implementation Learning Collaborative is designed to bring together Medicaid Health Plans, local service providers, and key stakeholders to foster shared learning and support the effective implementation of ILOS programs. The ILOS Implementation Learning Collaborative sessions will closely follow the content of the MDHHS issued ILOS Policy Guidance. Many sessions will be open to all stakeholders collectively involved in implementing ILOS, while others may be tailored to address the specific needs of one group of stakeholders.
