What is Electronic Visit Verification (EVV)?
EVV is the use of an electronic system such as a phone or computer to verify the delivery of your Medicaid services.
The EVV system will electronically capture:
- The type of service performed;
- Beneficiary, client or participant receiving the service;
- Date of the service;
- Location of service delivery;
- Individual providing the service; and
- Time the service begins and ends
How will I know if my program is required to use EVV?

What services require EVV?
Per CMS, EVV must be used to record all personal care services and all home health care services that require an in-home visit. CMS defines personal care services as help with:
- Activities of Daily Living (ADLs), such as bathing, dressing, toileting, mobility, and grooming.
- Instrumental Activities of Daily Living (IADLs), such as meal preparation, shopping, laundry, and housekeeping.
CMS defines home health care services that require an in-home visit in their informational bulletin and FAQ released May 16, 2018. The state of Michigan is evaluating each program to determine which service codes meet these definitions and expects to issue policy in the following months.
Will EVV affect the services I currently receive?
No. EVV does not affect the delivery of the services you currently receive under your approved plan of care.
Will beneficiaries, clients, and participants who receive personal care or home health care services be trained on how to use EVV?
Yes. The MDHHS will provide training to persons who receive these services. We will also provide training to agency staff, caregivers, and individuals who provide these services.
May I opt out of having my services validated by an EVV system?
No. The federal law requires caregivers and providers to validate the delivery of your personal care or home health care services in an EVV system.
When will I start to have my personal care or home health care services validated by an EVV system?
The MDHHS is in the early stage of creating an EVV system. As we work on how to develop this system, we will continue to ask for input from beneficiaries, clients, and individuals who receive personal care or home health care services. E-mail questions to MDHHS-EVV@michigan.gov.
Will EVV apply to home-delivered meals?
No. EVV does not apply to home-delivered meals as offered by Michigan's Meals On Wheels.

MDHHS will continue to update the EVV website as more information becomes available. Questions about EVV may be emailed to MDHHS-EVV@Michigan.gov. EVV notifications will be sent to you via email if you register with Michigan's EVV Listserv.
How will Michigan ensure that access to the State of Michigan's EVV System is not too costly?
The goal of MDHHS is to not affect services currently being received, and that any additional cost is kept as low as possible due to an increase in data usage when accessing the EVV system. It is unknown at this time if access to the EVV system will result in additional costs to the individual providing or receiving the service using the EVV system.
Will EVV allow approved plan services outside of the recipient's primary residence?
EVV will not change the policy of where services can be provided. Per CMS, an EVV system must be able to electronically verify services were provided in an individual's home or other location(s). Source: EVV Requirements in the 21st Century Cures Act.
