Update EVV Implementation for Medicaid Managed Care Home Health Care Services

The below communication was sent via email on August 21, 2024, to all Michigan Medicaid Health Plans (CHCP) and their contracted Home Health Care Agencies providing home health care services.

MDHHS would like to announce that the Agency Provider Portals are live for managed care home health care services available as of 8/19/2024! MDHHS encourages agencies to begin setting up users and getting familiar with the HHAeXchange provider portal and EVV system today.

Once you have completed system user training on using provider driven workflows for entering member placement you should begin to set up placements in your portal. Entering placements early will provide your agency with time to ramp up to caregiver use of EVV.

Between 8/19/2024 and 8/27/2024 agencies should begin preparing their caregivers and if choosing to use schedules, begin creating schedules in the EVV system.

Agencies should use this time to ensure caregivers have been trained and are ready to use EVV tools no later than 9/16/2024.

Soft Launch

MDHHS is going live with a soft launch of EVV for Medicaid Managed Care Home Health Care Services. That means EVV is required as outlined in the policy, but there are no financial penalties if EVV information is not reported through the state’s EVV or other third-party EVV system during this period. Agencies and their caregivers should use the soft launch period to review training tools, get used to the EVV system, and troubleshoot problems.

During soft launch providers can submit claims to the Medicaid Health Plan (MHP) using the mode of claim submission they use today, or providers who are comfortable with the state’s EVV system can choose to have their claims created and submitted to the MHP through HHAeXchange. Providers should be aware that submitting the same claim through both options will result in one claim denying as a duplicate.

While the EVV soft launch is not intended to result in changes to MHP billing guidelines, providers should contact their health plans with any billing guideline questions.

MDHHS will provide MHPs and network providers with guidance on the end of the soft launch and the start of tying payments to EVV data at a later date.
