Governor John Engler has awarded over $19 Million in funds for drug prevention and policing initiatives. The Upper Peninsula will receive $1,196,140 in Byrne Memorial Formula and Local Law Enforcement Block grants for a one-year period beginning October 1, 2001.
"Statewide, these grants will play a positive role in the lives of children to prevent drug use and violence," said Engler. "They will also support crucial criminal justice programs to aggressively identify and prosecute drug dealers who destroy lives, families, and the quality of life within neighborhoods."
The grants focus on Community Policing, Juvenile Intervention, School Resource and Family and Domestic Violence Strategies, D.A.R.E. Programs, Drug Testing and Treatment for Juveniles and Adults, Multijurisdictional Task Forces, Money Laundering Task Forces, Prosecution, Criminal Justice Records Improvement and Computer Technology Strategies.
"These outstanding programs are making a difference in the lives of people in the Upper Peninsula," said Craig Yaldoo, Director of the Office of Drug Control Policy. "We are proud to support these communities in their efforts."
Byrne Memorial Formula Grants:
** Hannahville Indian Community will receive $34,694 for School Resource Strategies to fund an officer in the Nah Tah Wahsh Public School Academy to provide information, resources, prevention of risk behaviors, and school programs directed to K-12 students.
** The Upper Peninsula Substance Enforcement Team, a Multijurisdictional Task Force that operates in Alger, Baraga, Delta, Dickinson, Gogebic, Houghton, Iron, Keweenaw, Marquette, Menominee, Ontonagon, and Schoolcraft counties will receive $351,000. The team targets drug traffickers at the street level to expose their chain of command in an effort to determine the ultimate source of the drug traffickers' illicit drugs.
Local Law Enforcement Block Grants:
** Alger County will receive $74,050 for School Resource Strategies to fund two school liaison officers to work in four school districts providing drug/alcohol education and crime prevention programs.
** Chippewa County will receive $92,612 for School Resource Strategies to fund two Youth Officers to address the problems currently existing in five of the school districts in Chippewa County. The officers serve as a communication link between the schools and law enforcement, and give school presentations on law enforcement and safety.
** Delta County will receive $51,026 for School Resource Strategies to fund a deputy to present programs directed at students to prevent drug, alcohol and tobacco use and abuse, gang activity, truancy and delinquency.
** Dickinson County will receive $34,222 for School Resource Strategies to fund a D.A.R.E. Officer to provide education and support to students at the elementary level focusing on the development of healthy life style choices and positive peer and social development. A School Liaison Attendance Officer will work with 6-11 grade students to achieve regular school attendance and promote positive behavior.
** Gogebic County will receive $45,346 for School Resource Strategies to fund an officer to work in five school districts throughout the county focusing on reducing truancy, alcohol and drug use.
** Houghton County will receive $37,875 for School Resource Strategies to fund the Juvenile Crime and Truancy Prevention Program, which serves 13 school districts located in three counties. The program encourages early intervention and detection of at-risk youth and facilitates referrals to various family support agencies in the tri-county area.
** Iron County will receive $40,207 for School Resource Strategies to fund a School Resource/Liaison Officer to provide comprehensive, individual-based early intervention and prevention programming to "at risk" youth. The officer will focus on head-start and elementary school children and serve as a link through summer community education, Youth Camp and library programming to identify and address individual behavioral, family, and social problems.
** Kinross Township will receive $39,058 for School Resource Strategies to fund a school resource officer to reduce disciplinary referrals for antisocial behavior, aggressive behavior and truancy, improve communications between the school, home and community and teach preventative safety programs.
** Menominee County will receive $44,447 for School Resource Strategies to fund a School Liaison Officer to provide prevention, intervention, investigative and enforcement services in four school districts.
** Ontonagon County will receive $42,227 for School Resource Strategies. An officer will be placed in three school districts to provide instruction to students from K-12th grade in a variety of areas, investigate crimes, and conduct extra-curricular activities.
** Schoolcraft County will receive $38,588 for School Resource Strategies to fund an officer to provide classroom instruction to 5th grade students about drug use, violence, gang involvement and peer pressure.
** Escanaba will receive $53,328 for Computer Technology Strategies to implement digital mapping and integrate technology to provide instant access to accurate digital maps that graphically display the emergency's location from information obtained from the Master Street Address Guide (MSAG).
** Houghton County will receive $17,460 for Computer Technology Strategies to fund base station equipment that will assist in Mobile Data Computing.
** Marquette County will receive $200,000 for Computer Technology Strategies to fund the Marquette County Central Dispatch Communications Upgrade, to allow the county to "share" a new state-of-the-art dispatch center with the Michigan State Police at Negaunee. The upgrade will include various radio equipment for law enforcement agencies countywide.
Byrne Memorial Formula and Local Law Enforcement Block grants are available for competitive grant awards to state and local governmental entities. The Governor's Office of Drug Control Policy in the Michigan Department of Community Health administers the grants.
