Dec. 2, 2010
LANSING - Michigan Department of Health and Human Services Director Ismael Ahmed today released the department's fiscal year 2010 Annual Report.
The 27-page report highlights tools the department used to maximize efficiency, key program and department statistics, and continued progress in safety net programs from Oct. 1, 2009 through Sept. 30, 2010.
"It has been an undoubtedly difficult year, but MDHHS and our partners have made a difference by serving the state's vulnerable children, adults and families," Ahmed said. "We continued to meet the need with limited resources to ensure the state's safety net remained strong."
In fiscal year 2010, more than 2.9 million Michigan residents - nearly 30 percent of the state population - received benefits from one of six major cash, medical or emergency assistance programs. At the end of the fiscal year, the food assistance, Medicaid and the Supplemental Security Income (SSI) groups were at historic highs with nearly 2 million people receiving food and medical assistance. The result: MDHHS field specialists were handling an average of 714 cases compared to 320 cases in FY 2002.
Other highlights from the FY 2010 Annual Report:
· MDHHS expanded its online application for emergency energy assistance. The Bridges online eligibility system, which was cited by Government Technology magazine as an exemplary state system, helps MDHHS staff manage 200,000 applications for service each month. Of those, 180,174 benefit applications were received and processed online at www.michigan.gov/mibridges in FY 2010.
· MDHHS turned $1 into $16 million in additional food assistance each month. In March, MDHHS provided $1 in federal Low Income Home Energy Assistance Program funds, which help people pay for heat, to the 848,000 Michigan households receiving food assistance. That helped them qualify for $16 million in additional food benefits.
· MDHHS made significant strides within the child welfare program, paying special attention on improved services for children in foster care. At the close of FY 2010, MDHHS had 15,520 children in foster care. Also, in 2009, MDHHS and its private sector partners place 3,030 children into permanent adoptive homes - a record number for Michigan in one year.
"Despite the tough economic challenges, I am so proud and grateful to our MDHHS employees who continue to serve record numbers of Michigan's vulnerable children, adults and families to ensure the safety net," Ahmed said.
