The Michigan Department of Health and Human Services Welfare Debt Unit recently mailed a large number of ‘Pre-Offset’ notices to current and former MDHHS clients who have a debt with the department. The purpose of the notice is to alert clients to the possibility of offset action by the Michigan Treasury on behalf of MDHHS. The notice further explains that offset may affect income tax refunds, lottery winnings in excess of $1000, and various non-grant Treasury payments.
