Food Assistance Program (FAP) Quality Control (QC) Reviews
The FAP QC group checks Food Assistance Program benefits. They decide if MDHHS gave people the right amount of Food Assistance. Another name for FAP is SNAP.
This is how FAP QC reviews work:
- Random Selection: Each month, almost 100 cases are picked at random by computer program. If your case number is picked, you will receive a letter and phone call from FAP QC.
- Interview: A QC worker will call you or write to you to ask for an interview. You will need to provide proof of things like your income, bills you pay, school attendance, and names of the people who live with you.
- Review: The QC worker checks your case to see if you received the right amount.
- Federal Management: Food and Nutrition Services (FNS) runs the FAP program. The FAP QC workers report to FNS. Your case might be picked by FNS for a second look by them. For more information, visit SNAP Quality Control | Food and Nutrition Service (usda.gov).
- Policy: The information you give helps decide if MDHHS is following FAP rules. Your case can also help change the rules in the future.
- Errors: If you received the wrong amount, MDHHS will fix the mistake.
- Cooperation: It is important to give all of the information and proofs you are asked for. If you do not, your FAP case may be closed. You could also miss getting benefits in the future.
Frequently Asked Questions
-
What is FAP/SNAP Quality Control?
SNAP Quality Control (QC) is a federally required process that reviews a sample of FAP (Food Assistance Program) also known as SNAP (Supplemental Nutrition Assistance Program) cases each month. These reviews help ensure that:
- Households are receiving the correct amount of SNAP benefits.
- Decisions to deny, terminate, or suspend benefits were made correctly.
If you were contacted by a QC Reviewer, your case was chosen for review by random computer-generated selection.
-
Why Does the State Conduct SNAP QC Reviews?
The federal government mandates these reviews to ensure the Michigan Department of Health and Human Services (MDHHS) is accurately processing SNAP cases. This helps maintain program integrity and ensures eligible households receive the correct benefits.
-
What Happens If Michigan Doesn't Complete These Reviews?
Failure to complete federally required QC reviews could result in the loss of federal funding that supports the SNAP program in Michigan.
-
Am I in Trouble If My Case Was Selected?
No, you are not in trouble. Cases are selected randomly by a computer system. Being selected does not mean you did anything wrong.
-
Are QC Reviewers Looking for Fraud?
No. QC reviews are not fraud investigations. They are conducted to:
- Confirm that you received the correct SNAP benefit amount.
- Ensure that any denial, termination, or suspension of benefits was accurate.
-
What Happens If an Error Is Found in My SNAP Benefits?
By law, MDHHS must correct any errors found during a QC review:
- Overpayment: You may be required to repay the extra benefits.
- Underpayment: You will receive the additional benefits owed to you.
-
Why Was My Case Selected?
Each month, the state’s computer system randomly selects SNAP cases for review. Any household receiving SNAP benefits may be selected.
-
What Happens During a QC Interview?
Once selected, you’ll be scheduled for an interview with a QC Reviewer. During the interview:
- You’ll be asked questions about a specific past month.
- You’ll review documents you’ve submitted.
- The Reviewer will help identify any missing documents and let you know what else is needed.
-
How Is a QC Interview Different from a Regular MDHHS Interview?
The main difference is timing. QC interviews focus on a past month, while MDHHS caseworker interviews focus on your current situation.
-
What Type of Interview Will I Have?
- If your SNAP benefits were $100 or less: The interview can be done by phone. You may also request a video or in-person interview.
- If your SNAP benefits were over $100: The interview will be conducted by video call (e.g., FaceTime or Microsoft Teams) or in person. You may request your preferred method.
-
Where Will My In-Person Interview Be Held
You’ll receive a letter with the date, time, and location of your interview. If you have an email on file, you may also receive an email confirmation. Interviews are typically held at your local MDHHS office or via video call.
If the scheduled time or location doesn’t work for you, contact the QC Reviewer listed in your notice or email MDHHS-FAP-QC@michigan.gov with the Reviewer’s name.
-
What Documents Do I Need to Provide?
Refer to the letter from your QC Reviewer for a list of required documents. If you’re unsure, contact your Reviewer before the interview to confirm.
-
What If I Don’t Have All My Documents at the Interview?
That’s okay—still attend the interview. The QC Reviewer will help you identify what’s missing and how to submit it. You may be able to send photos or screenshots of documents using your smartphone. You may also receive a follow-up notice requesting additional documents.
-
How Do I Confirm or Reschedule My Interview?
Contact the QC Reviewer listed in your interview notice or email MDHHS-FAP-QC@michigan.gov to confirm or request a new appointment.
-
How Can I Submit My Documents to Quality Control
There are several safe and secure ways to submit your documents. Only send documents requested by QC, and be sure to include your name and/or case number.
