MDHHS seeks applications for victim advocacy and response services grants

The Michigan Department of Health and Human Services (MDHHS) has issued two grant funding opportunities (GFO) for services to victims of crime. 

Responsive Services Victims of Crime (RSVOC)-2027  

The Responsive Services Victims of Crime GFO will fund projects that strengthen and expand culturally specific and/or responsive victim services, while ensuring historically marginalized and underserved Michigan communities have access to victim-centered support.  

Eligible applicants include 501(c)(3) nonprofits, private and public entities, local health departments, federally recognized tribes, a group of federally recognized tribes in Michigan or an Urban Indian Health Clinic (ITU) program and universities. 

Applicant organizations must qualify as one of two categories: 

• Organizations whose mission or purpose is to address the needs of culturally specific or underserved populations and that have special expertise in providing these services.  

• Organizations that provide specialized crime victim services in areas with large populations representing historically marginalized racial and ethnic communities. The organization’s leadership, programs, operations, activities and materials should reflect and be informed by the culture, language and values of a specific community.  

Underserved Crime Categories (UVOC)- 2027 

The Underserved Crime Categories GFO will fund organizations that provide specialized services to reduce barriers and provide services to victims of underserved/unserved crime categories as determined by MDHHS – Division of Victim Services. Eligible services include temporary emergency shelter, individual and group support, counseling and therapy, emergency intervention services, advocacy and supportive Services, systems change, community education and public awareness. 

Eligible applicants include 501(c)(3), private and public entities, federally recognized tribes, a group of federally recognized tribes in Michigan or an ITU program and universities. 

The award periods begin Jan. 1, 2027, and end Sept. 30, 2027. MDHHS expects to award approximately $5.1 million across both GFOs. Project director requests for access to the applications are due by 5 p.m., Friday, Aug. 21. Grant applications must be submitted electronically through the EGrAMS system by 3 p.m., Thursday, Aug. 27. 

A pre-application conference will be held to provide instruction on using the EGrAMS system. The pre-application conference will be held at 9 a.m., Friday, Aug. 7, and will last approximately 90 minutes.
