Doula Reimbursement for Independent Skill Enhancement (Doula RISE)

The MDHHS Doula Initiative is excited to announce the continuation of Doula RISE! This opportunity allows Medicaid-enrolled doulas to receive reimbursement for professional development and skill enhancement. Trainings in the approved categories that are paid for and completed between October 1, 2026 and August 31, 2027 are eligible.

Approved training categories:

• Advanced Doula Skill
• Birth, Postpartum or Full Spectrum Doula
  • Not required to be an MDHHS-approved doula training organization.
• Business Practice
• Childbirth Education
• Lactation Support
• Pregnancy and Infancy Loss Support

Funding Details

• Each Medicaid-enrolled doula can receive reimbursement for one training up to $1,500 toward registration fees of eligible trainings completed between October 1, 2026 and August 31, 2027.
  • Additional costs for travel, study materials, testing fees, memberships and other expenses associated with training do not qualify.
• Training completion certificate and receipt/invoice documenting payment of registration fee must be submitted to receive reimbursement.
• Reimbursement will be provided through SIGMA Vendor Self Service (VSS).

Application Process

• Submit Doula RISE Application
  • Only one application per doula will be accepted. Applicants should be registered for the training prior to submitting a Doula RISE application.
  • For questions regarding training eligibility for Doula RISE funding, please reach out to the Doula Initiative team prior to submitting your application (MDHHS-MIDoula@michigan.gov).
• Doula Initiative will review application and respond within ten business days.
  • Approval is contingent on receipt of required documentation.
• Submit required documentation to MDHHS-MIDoula@michigan.gov upon completion of training.
  • Email Subject Line: “Doula RISE Docs: [Doula Name]”
  • Certificate of completion.
  • Receipt/invoice documenting payment of registration fee.
• Doula Initiative will respond with approval.
• Reimbursement will be received approximately eight weeks after submitting required documentation.

Important Guidance

All applicants must use SIGMA account information (Vendor ID and full name*) to complete the Doula RISE Application. Please ensure SIGMA account information is correct and accurate prior to submitting for Doula RISE.

The physical address listed in the SIGMA account is the location payment will be sent, unless you have registered for electronic funds transfer (EFT).

*Full name references the “Legal Name” and/or “Alias/DBA” listed in your SIGMA account.

Receipts/invoices cannot be processed without the following information:

• Doula Name
  • Must match SIGMA account (legal name or alias DBA).
• Training Organization Name
• Title of Training
• Receipt Date
• Amount Paid
  • Must match amount requested on Doula RISE application.

Required documentation must be submitted as attachments in one of the following formats: .pdf, .doc/.docx, .jpeg or.png. Links to shared folders (e.g. Google Drive) and .pages file format cannot be accepted.

Submission Deadlines

• All Doula RISE applications and required documentation must be submitted by August 31, 2027.
  • Please confirm with training organization that you will receive an approved receipt and certificate of completion prior to August 31, 2027. Incomplete or inaccurate applications and/or required documentation will not be accepted.
