On November 16, 2010, the Centers for Medicaid and Medicare Services (CMS) issued a letter to State Medicaid Directors to provide guidance on the implementation of Section 2703 of the Affordable Care Act. In early December, State Medicaid directors were invited to participate in a nationwide consultation with CMS.
