Public Comment for 2027-2031 Five-Year State Plan
Background
The Developmental Disabilities Assistance and Bill of Rights Act (DD Act) says each State Council on Developmental Disabilities must submit a five-year plan to improve the lives of people with intellectual and developmental disabilities (I/DD) in the state.
The Council must:
- identify goals that can be met in five years using available resources,
- support self-advocates across the state,
- collaborate with our developmental disability network partners to help people with DD and their families,
- focus on efforts to change entire systems, not on direct service, and;
- include an objective focused on responding to unplanned disasters.
We collected ideas from approximately 300 people with I/DD and their families, providers and advocates over a one-year span. They shared their barriers, dreams, and ideas about what would make things better.
Key issues raised include the need for more information about services and support; more connections to peers and families; more control over their lives; the need to expand self and family advocacy; expanding the use of peer support; address the direct care worker crisis; employment services; and education. This information, along with current initiatives and the current federal and state policy landscape, helped the Michigan DD Council members develop the proposed five-year state plan.

Public Comment
The new state plan will go into effect on October 1, 2026, and end September 30, 2031. The DD Act also requires MiDDC to give the public forty-five (45) days to review and provide comments on the draft five-year state plan.
The public comment period is from May 26, 2026, through July 11, 2026.
