State and Federal Funds Administered by the Division of Victim Services

The Division of Victim Services (DVS) uses a combination of state and federal funds to provide multiple grant programs to non-profit organizations, local government entities, and Tribes statewide. Funds administered by DVS include the below (click the "+" buttons to expand).    

  • DVS is a state administrator for Victim Assistance Formula Grants. The Crime Victims Fund (the Fund) is a federal fund that was established by the Victims of Crime Act (VOCA) of 1984 and is financed by fines and penalties paid by convicted federal offenders. A portion of the fund is distributed by formula to states to support Victim Assistance Grants. States are required to meet certain allocations when disbursing the Crime Victim Assistance Grants with priority given to domestic violence, sexual assault, child abuse and underserved crime victims.   • The Violence Against Women Act (VAWA) was authorized in 1994 and with subsequent legislation. VAWA funding is administered by the Office of Violence Against Women (OVW). The Michigan Domestic and Sexual Violence Prevention and Treatment Board (housed within DVS) is the state designated administrator for two VAWA formula funds including Services, Training, Officers and Prosecutors (STOP) and Sexual Assault Services Program (SASP) and several discretionary awards. States are required to meet certain allocations and when disbursing these funds and limit funding to OVW defined priority areas. See OVW grants programs for more information about these awards.
  • The Family Violence Prevention and Services Act (FVPSA) is a federal funding stream that supports shelter, safety planning, crisis counseling, information and referral, legal advocacy, and additional support services to victims of domestic violence and their children. The Michigan Domestic and Sexual Violence Prevention and Treatment Board (housed within DVS) is the state designated administrator for FVPSA funding.   • The Office for Victims of Crime (OVC) in the U.S. Department of Justice administers the Antiterrorism and Emergency Assistance Program (AEAP). OVC supports victims and jurisdictions that have experienced incidents of terrorism or mass violence. AEAP is designed to supplement the available resources and services of entities responding to acts of terrorism or mass violence to ensure that a program’s resources are sufficient and/or not diverted to these victims to the detriment of other crime victims. AEAP grants are by invitation only and potential grantees may be invited to apply only after consultation with OVC. Individuals are NOT eligible to apply for AEAP.

  • This state fund is supported with criminal fines. It is administered by the Michigan Domestic and Sexual Violence Prevention and Treatment Board (housed within DVS) and provides funding to support Children’s Advocacy Centers as outlined in the Children’s Advocacy Center Act, PA 544 of 2008, MCL 722.1041 et. seq.
  • This is a state fund supported with criminal fines. It is administered by the Michigan Domestic and Sexual Violence Prevention and Treatment Board (housed within DVS) and provides funding to support sexual assault nurse examiner programs as outlined in the Sexual Assault Victims’ Medical Forensic Intervention and Treatment Act, PA 546 of 2008, MCL 400.1531 et. seq.
  • This is a state fund supported with criminal fines. It is administered by the Crime Victim Services Commission (housed within DVS) and provides funding to implement the William Van Regenmoter crime victim’s rights act. These include formula-based grants that support Crime Victim Rights Advocates at prosecutors’ offices statewide. Funds can only be used as outlined in the Crime Victim’s Rights Services Act, PA 196 of 1989, MCL 780.901 et. seq.
  • DVS administers a variety of other state and federal funds that are earmarked for victim services or improving systems response to victims of crime.
