Provider Licensing Process

All licenses will be provided in PDF format, available through the Michigan EMS eLicensing Portal, for the time being..

All license applications must be submitted online through the Michigan EMS eLicensing Portal.  

ALL FEES ARE NON-REFUNDABLE. You must be at least 18 years of age to apply.

    In order to qualify for renewal, you must obtain the following within your three year licensure period: 

    • Michigan approved continuing education credits fulfilling requirements by category (see chart below).
      - OR - 
    • Michigan approved refresher course at licensure level.
       

    - AND -
     

    • CPR [BLS] Certification for Healthcare Providers 
      • CE Credits awarded: Medical [1 lecture; 1 practical ]
      • Approved Vendors: 
        • CPR courses taken completely online will NOT be accepted.
        • AAOS / ESCI
        • ASHI
        • American Red Cross
        • American Heart Association

    PLEASE RETAIN COPIES OF ALL RECORDS FOR A PERIOD OF ONE YEAR AFTER THE EXPIRATION DATE OF YOUR LICENSE.  These documents may be uploaded within your online renewal application in the  "Supporting Documentation" section for safekeeping.

    FAILURE TO PROVIDE DOCUMENTATION UPON REQUEST CREATES A REBUTTABLE PRESUMPTION THAT THE LICENSEE HAS MADE A FALSE AND FRAUDULENT STATEMENT IN APPLYING FOR A LICENSE TO PRACTICE EMERGENCY MEDICAL SERVICES.

    *Special Considerations category: All levels must have specific Pediatric CEs, as identified in the above chart.  Other Special Consideration credits may include Geriatrics, Special Needs, or Assessment Based Patient Management.

    *Operations category: All levels must have a minimum of one Emergency Preparedness credit.

    *Individual choice:  After the minimum credits are obtained in each category, the remainder of credits may be in any of the listed categories the provider chooses.

    Approved practical Pediatric Medication Administration must be identified on the credit certificate or "chit sheet." 

     

    Credit Options: 

    • Any approved Michigan CE, or those that have CAPCE approval. ??
       
    • Many completion certificates such as ACLS, PALS, and PHTLS are pre-approved for credits. You may find the breakdown in the standardized guidebook.
       
    • Documentation of clinical activities by your employer or MCA will allow a maximum of 2 credits from the following options:
      • 1 Preparatory credit for every 10 successful IV starts for AEMT/Specialist and Paramedic
      • 1 Airway credit for every 10 successful supraglottic airway insertions for EMT, AEMT/Specialist, and Paramedic
      • 1 Airway credit for every 10 successful ET intubations, or combination of airways for Paramedic
         
    • -MFR's completing an EMT course may be awarded all the required continuing education credits for the MFR level. 
      -EMT's completing an AEMT/Specialist course may be awarded all the required continuing education credits for the EMT level.
      -EMT's and AEMT/Specialists completing a paramedic course may be awarded all the required continuing education credits for either the EMT or AEMT/Specialist level. 
       
    • Credits that need Department approval PRIOR to renewal:
      • Continuing education credit may be awarded for CE programs approved by the Michigan boards of Medicine, Osteopathic Medicine, Nursing, or Pharmacy toward an EMS license if directly related to the EMS scope of practice, as determined by the Department.
         
      • Continuing education credits may be awarded for academic credits related to EMS.
        • Refer to Administrative Rule 22326 (7) and (8) for more specific detail. 
           
      • Continuing education credits may be awarded for programs offered by out-of-state or military-sponsored EMS agencies.

    Instructor Coordinator Licensing Process

    Requirements for obtaining IC license:

    • Passed IC Exam within 2 years of course completion
    • 3+ years of EMS field experience:
      • At a Licensed Life Support Agency
      • Providing direct patient care at the license level being applied for
    • Currently licensed as an EMS provider in Michigan
      • At or above the IC level being applied for

    Instructor Coordinator Continuing Education Requirements

    The IC must document 30 credits of continuing education which must be earned during the three years your license is in effect.  An application for license renewal will be mailed to you approximately 60 days prior to your license expiration.  Documentation of your continuing education must be maintained for one year following license renewal.  You must submit copies of your records ONLY upon request of the department. 

    PLEASE RETAIN COPIES OF ALL RECORDS FOR A PERIOD OF ONE YEAR AFTER THE EXPIRATION DATE OF YOUR LICENSE.  These documents may be uploaded with your online renewal application under the "Supporting Documentation" section for safekeeping, in the event they are requested by the Department for audit purposes.

    FAILURE TO PROVIDE SUCH DOCUMENTATION, IF REQUESTED, CREATES A REBUTTABLE PRESUMPTION THAT THE LICENSEE HAS MADE A FALSE AND FRAUDULENT STATEMENT IN APPLYING FOR A LICENSE TO PRACTICE EMERGENCY MEDICAL SERVICES. 

    There are three methods in which an Instructor Coordinator (IC) license may be renewed: 

    (1) Successfully complete a Department-approved Instructor Coordinator refresher program;

    (2) Accrue 30 credits in Department-approved professional development continuing education;

    (3) Accrue 30 credits through a combination of 20 professional development continuing education and 10 educational performance credits. 

    Part A: Professional Development Credits. A minimum of 20 credits for professional development through Department-approved Instructor Coordinator continuing education programs are required.

    Part B: Performance Credits.  In addition to the 20 credits required in Part A; 10 credits are required in any of the following categories:

    EMS INSTRUCTION:  One credit for every four hours of instruction (initial, refresher, or continuing education).  Proof: CE Rosters, IC credit slip, course syllabus, etc. 

    EXAMINATION EVALUATION:  One credit for every two hours in which you assist as a skills examiner for a State approved practical exam.  Proof:  Credit slip from Regional Coordinator 

    COURSE COORDINATION:  Three credits for every Education Program Sponsor OR CE Sponsor approval.  Two credits for every Program Sponsor OR CE Program Sponsor re-approval.  One credit for every 15 continuing education credits approved and coordinated.  Proof: Copies of Education Program Sponsor approvals or CE approval.
