dept of Community Health Seeking Applicants for Rural Health Initiative Emergency Medical Service Funding

Michigan Department of Community Health Director, James K. Haveman, Jr., today announced the Department is seeking applicants to receive funding to address Emergency Medical Service (EMS) Recruitment and Retention issues in rural communities. In recognition of the special health care needs faced by the residents of Michigan's rural areas, the Legislature has identified continuation funding for the Rural Health Initiatives Program in the Community Health budget for fiscal year 2001.

"Pre-hospital care and the transportation of patients to health care facilities is a vital part of health care," said Haveman. "In the rural areas of Michigan some emergency medical services lack the resources to maintain or enhance existing systems. With these funds, we hope to work in partnership with rural communities to stabilize and strengthen their local emergency medical services infrastructure."
The legislature has set aside $4 million of Rural Health Initiative funding to rural communities interested in addressing rural EMS recruitment and retention issues. From these funds, seven additional rural EMS projects, submitted during the FY 00 funding cycle, have been awarded. The remaining $2.9 million will be distributed to rural Michigan through a matching grant program with a maximum award amount of $200,000.

Rural Health Initiative EMS Recruitment and Retention funds are available to assist with rural EMS network development. Through networks, local life support services and Medical Control Authorities can consolidate resources, while maintaining or expanding service coverage to 24-hour availability. Additionally, EMS networks will lead to more efficient and shared workloads among various agencies and volunteers. EMS Networks that focus specifically on education and improving the accessibility and availability of emergency medical service training are eligible for funding. Funds can also be used to assist local communities with training and equipment needs.

Completed applications, including one original and seven copies, are due no later than 5:00 p.m., April 20, 2001. Organizations eligible to apply for Rural Health Initiative EMS Recruitment and Retention funds include various rural public and non-profit health care and human service entities, such as: life support agencies, medical control authorities, hospitals, community and migrant health centers, tribal councils, EMS education program sponsors, health departments and local governmental entities.
Eligible organizations must be located within one of Michigan's 58 rural counties: Alcona, Alger, Alpena, Antrim, Arenac, Baraga, Barry, Benzie, Branch, Cass, Charlevoix, Cheboygan, Chippewa, Clare, Crawford, Delta, Dickinson, Emmet, Gladwin, Gogebic, Grand Traverse, Gratiot, Hillsdale, Houghton, Huron, Ionia, Iosco, Iron, Isabella, Kalkaska, Keweenaw, Lake, Leelanau, Luce, Mackinac, Manistee, Marquette, Mason, Mecosta, Menominee, Missaukee, Montcalm, Montmorency, Newago, Oceana, Ogemaw, Ontongon, Osceola, Oscoda, Otsego, Presque Isle, Roscommon, Sanilac, Schoolcraft, Shiawassee, St. Joseph, Tuscola and Wexford.
