Engler Announces $19 Million in Drug Prevention and Policing Initiatives Grants--Southeast Michigan to Receive $5,687,124

Governor John Engler has awarded over $19 Million in funds for drug prevention and policing initiatives. Southeast Michigan will receive $5,687,124 in Byrne Memorial Formula and Local Law Enforcement Block grants for a one-year period beginning October 1, 2001.

"Statewide, these grants will play a positive role in the lives of children to prevent drug use and violence," said Engler. "They will also support crucial criminal justice programs to aggressively identify and prosecute drug dealers who destroy lives, families, and the quality of life within neighborhoods."

The grants focus on Community Policing, Juvenile Intervention, School Resource and Family and Domestic Violence Strategies, D.A.R.E. Programs, Drug Testing and Treatment for Juveniles and Adults, Multijurisdictional Task Forces, Money Laundering Task Forces, Prosecution, Criminal Justice Records Improvement and Computer Technology Strategies.

"These outstanding programs are making a difference in the lives of people in Southeast Michigan," said Craig Yaldoo, Director of the Office of Drug Control Policy. "We are proud to support these communities in their efforts."

Byrne Memorial Formula Grants:
** Canton Township will receive $28,152 for Community Policing Strategies to fund a police officer assigned to four contiguous mobile home parks. The officer coordinates his work with park residents, park management, school officials, human services center staff, residents and area businesses.

** Washtenaw County will receive $104,376 for Juvenile Intervention Strategies to fund a program utilizing intensive supervision and community-based resources to restore "at risk" juveniles to the community.

** The 3rd Judicial Circuit Court will receive $150,330 for Family and Domestic Violence Strategies to bring early intervention services to domestic violence offenders who have co-occurring substance abuse problems.

** Dearborn Heights will receive $65,568 for Family and Domestic Violence Strategies to assign a team to all domestic-related arrests, to ensure thorough follow-up with victims.

** Detroit will receive $316,733 for Family and Domestic Violence Strategies to investigate child abuse in a child-focused manner to discuss and make decisions about investigations, treatment and the prosecution of child abuse and neglect.

** Detroit will receive $400,000 for Family and Domestic Violence Strategies to fund two Secondary Response Domestic Violence Teams to thoroughly investigate and coordinate victim's advocacy and children in crisis programs. They will interview defendants, prepare warrants and make recommendations to the Batterer's Intervention Program.

** Oakland County will receive $191,514 for Family and Domestic Violence Strategies to fund a special unit in the prosecutor's office for the prosecution of physical child abuse.

** Plymouth Township will receive $31,295 for Family and Domestic Violence Strategies to fund an investigator to investigate domestic violence, child abuse and sex offenses involving family members, stalking, elder abuse and personal protection order violations.

** Inkster will receive $42,000 for School Resource Strategies to fund a police officer in Inkster High School to deter crime and violent activity, assist in monitoring the attendance of students for truancy violations, and serve as a resource.

** Macomb County will receive $47,023 for School Resource Strategies to fund the school resource officer program with the Chippewa Valley School System. The focus is to reduce and prevent crime, and build respect for law enforcement in the community.

** Northville Township will receive $54,270 for School Resource Strategies to fund a police officer to work with at-risk youth in the elementary and middle schools and collaborate with township agencies and services to provide summer activities.

** Oak Park will receive $30,550 for School Resource Strategies to fund a collaborative effort between the Oak Park School District, City of Oak Park Public Safety and Recreation Department, Ferndale School District and Berkley School District to provide intensive, ongoing intervention to "at risk" students.

** Plymouth Township will receive $24,567 for School Resource Strategies to fund a school resource officer program that serves the Plymouth-Canton School District.

** Redford Township will receive $49,803 for School Resource Strategies to fund the school resource officer program for primary school levels to identify "at risk" students and to help the students develop positive social skills.

** Richmond will receive $26,710 for School Resource Strategies to fund a school liaison officer to focus on truancy, and substance abuse and prevention/intervention programs.

** Saline will receive $81,487 for School Resource Strategies to fund a school liaison officer on a year-round basis to six schools in the Saline School District.

** Wayne County will receive $295,313 for School Resource Strategies to place police officers and social workers in the Inkster and River Rouge Public Schools.

** Plymouth Township will receive $18,366 to fund a middle school D.A.R.E. program.

** The 18th District Court will receive $16,901 for Drug Testing and Treatment for Juveniles and Adults for a program for repeat offenders who will be placed on Intensive Probation as a jail alternative.

** Wayne County will receive $584,487 for Drug Testing and Treatment for Juveniles and Adults for drug testing, drug assessments and substance abuse treatment for Wayne County youth (non-adjudicated with parental consent) that are assigned to Care Management Organizations (CMO) or the Court's Probation Unit for treatment services.

** Macomb County will receive $143,643 for Drug Testing and Treatment for Juveniles and Adults to fund the Substance Abuse Treatment/Urinalysis Program, to provide outpatient substance abuse treatment and urine testing for non-violent offenders who are dually diagnosed with substance abuse and mental health issues.

** Monroe County will receive $54,600 for Drug Testing and Treatment for Juveniles and Adults for the Adolescent Zero Abuse Program.

** Oakland County will receive $73,503 for Drug Testing and Treatment for Juveniles and Adults for the InStep central assessment and treatment program for the Township of Waterford youth ages 11-18 who are referred for drug, alcohol, and mental health issues.

** Wayne County will receive $275,000 for Drug Testing and Treatment for Juveniles and Adults to provide aftercare treatment services for substance abusing offenders with co-occurring mental health disorders

** The 3rd Judicial Circuit Court/County of Wayne will receive $316,480 for Drug Testing and Treatment for Juveniles and Adults to reduce recidivism by providing comprehensive treatment services under judicial supervision for adult offenders whose illegal behavior results from substance abuse.

** The Oakland County Circuit Court will receive $314,401 for Drug Testing and Treatment for Juveniles and Adults to reduce recidivism and drug use through court-supervised community alternatives to detention.

** The 17th District Court/Township of Redford will receive $45,994 for Drug Testing and Treatment for Juveniles and Adults for probation with intensive supervision for repeat offenders and other defendants who are at a high risk of re-offending.

** The Downriver Area Narcotics Organization, a Multijurisdictional Task Force that operates in the downriver Detroit area will receive $255,432. The team identifies, targets and takes enforcement action against individuals and organizations engaging in drug trafficking and its violent crimes.

** The County of Macomb Enforcement Team, a Multijurisdictional Task Force will receive $313,500. COMET's narcotic, violent crime and surveillance teams conduct investigations independently and in partnership with other criminal justice agencies.

** The Oakland County Narcotics Enforcement Team, a Multijurisdictional Task Force will receive $361,500. The team will identify, investigate and prosecute drug traffickers to dismantle their organizations.

** Western Wayne Narcotics, a Multijurisdictional Task Force will receive $196,134. The team combines traditional narcotics enforcement tactics with interdiction methods to address in-transit traffickers at local airports, hotels/motels, vehicle rental companies, common carriers and package/storage facilities.

** The Office of Monroe Narcotics Investigation, a Multijurisdictional Task Force will receive $86,777. Their priority is the investigation and enforcement of narcotic related complaints, acting as a liaison to federal and out-state agencies when combating invading high level traffickers, and assisting agencies involved in the prevention of drug abuse.

** The Livingston and Washtenaw Narcotic Enforcement Team, a Multijurisdictional Task Force that operates in Livingston, Jackson, and Washtenaw counties will receive $288,143. The team targets offenders and pursues all investigative avenues to dismantle narcotics organizations, disrupt the flow of illegal narcotics and seize narcotics assets.

** Troy will receive $125,040 to fund an Identity Theft Task Force that will identify and prosecute the individuals and groups that are responsible for stealing the identity of citizens and using the fraudulent identities to commit financial crimes.

** Detroit will receive $117,410 for prosecution to fund a drug enforcement unit that prosecutes drug dealers with fast-track prosecutions and drug users selected for drug treatment court.

** Monroe County will receive $125,000 to fund a Criminal Justice Records Improvement project where a paperless fingerprint system will be installed for the electronic submission of fingerprints to the state, prosecutor's office and courts.

Local Law Enforcement Block Grant:
** Livingston County will receive $35,122 for Computer Technology to support digitized fingerprints for transferal to state central records and the FBI NCIC System. The grant will also replace the current hand-rolling system with a livescan system in the administrative area of the jail.

Byrne Memorial Formula and Local Law Enforcement Block grants are available for competitive grant awards to state and local governmental entities. The Governor's Office of Drug Control Policy in the Michigan Department of Community Health administers the grants.
