MDHHS Summarily Suspends the Adult Foster Care Family Home License of Donald and Vicky Hartman

The Michigan Department of Health and Human Services (MDHHS), Bureau of Children and Adult Licensing (BCAL), issued an order of summary suspension and notice of intent to revoke the license of a Berrien County adult foster care family home licensee, Donald and Vicky Hartman, Park Road Adult Foster Care, #AF110000728, 3289 Park Road, Coloma, Mich. This action resulted from a recent investigation of a complaint of the adult foster care family home.
BCAL took emergency action to protect the health, welfare, and safety of vulnerable adults.The August 4, 2010, complaint investigation found violations of the Adult Foster Care Facility Licensing Act and administrative rules regarding the suitability of Donald and Vicky Hartman in meeting the physical and emotional needs of the residents of their home.
Effective 8:00 a.m., August 7, 2010, the summary suspension order prohibits Donald and Vicky Hartman from operating an adult foster care family home at 3289 Park Road, Coloma, Mich., or at any other address or location. Accordingly, they may not accept physically handicapped, developmentally disabled, mentally ill and aged adults for care after that date and time. The order also requires Mr. and Mrs. Hartman to inform all of the guardians of adults in their care that their license has been suspended and they can no longer provide adult foster care.
Mr. and Mrs. Hartman have held a license to operate an adult foster care family home since May 2, 1989. The license was for 6 adults.
Michigan law defines an adult foster care family home as "a private residence with the approved capacity to receive 6 or fewer adults to be provided with foster care. . . ."
