MDCH Launches Online System to Improve Medicaid Recovery Efficiency

LANSING – The Michigan Department of Community Health (MDCH) Third Party Liability Division has announced the launch of MiNotifyTPL, an online notification system which helps individuals comply with state and federal law which requires that all liable parties have met their payment obligations prior to Medicaid paying for medical bills.
“Our staff works diligently to ensure that taxpayers’ dollars are being spent wisely and that Medicaid beneficiaries are receiving the care they need,” said James K. Haveman, Director of the MDCH. “This new system, MiNotifyTPL was designed with the assistance of attorneys and legal staff, and will make this process simpler, cut down on paper and postage costs, and facilitate quicker response times.”
Federal law and regulations require states to ensure Medicaid beneficiaries use all other resources available to them to pay for all or part of their medical care before turning to Medicaid. The State Medicaid program pursues recoveries after payments have been made and it appears that another resource could be responsible for those payments. A third party is any individual, entity, or program that is, or may be, liable to pay for any medical assistance provided to a Medicaid beneficiary under the approved state Medicaid plan. MDCH worked with legal partners to develop the system to ensure it improves response time and makes the process more cost efficient.
MDCH’s Third Party Liability Division helps the Medicaid program recover an average of $89.2 million per year from other liable resources and also saves an average of $101.5 million per year by identifying alternate payers before Medicaid pays claims. MDCH partners help identify responsible parties and recover taxpayer dollars either through litigation or confirmation of other insurance coverage. These recoveries are returned to the Medicaid program and ensure that Medicaid is the payer of last resort.
