Michigan’s Medicaid Health Plans (MHPs) manage services that address the health of 1.6 million Michiganders who are part of the Michigan Medicaid program. For years, MHPs invested in communities Medicaid members live in. In 2025, the Michigan Department of Health and Human Services (MDHHS) formalized these investments by requiring MHPs to reinvest a percentage of annual profit into communities. This is known as “Community Reinvestment.”
MHPs must direct all funds to community-based organizations (CBOs) that are non-profits, located in Michigan, and address food or housing-related needs in communities the MHP serves. MHPs must fund at least one organization in each Prosperity Region they serve and cannot fund organizations in which the MHP has a financial or ownership interest.
Because funding amounts are based on profit, the amount available will fluctuate each year. Community Reinvestment will not be a predictable funding source for CBOs year-over-year.
At least 60% of funds must address food insecurity; the remaining 40% can address food-insecurity or housing instability. Funds may support activities such as food delivery vehicles, kitchen equipment, technology systems, nutrition counseling, housing repairs, or community drop-in centers.
Funds cannot pay for Medicaid services, incentives to use Medicaid services, direct food benefits, care management, required screenings or evaluations.
