Medicaid Advisory Committee (MAC)

Purpose and Function

The purpose of the Medicaid Advisory Committee (MAC) is to advise the Michigan Department of Health and Human Services (MDHHS) on policy issues related to Medicaid. In addition, the MAC is involved with the issues of access to care, quality of care, and service delivery for managed care and fee for service programs. 

Membership Composition

The MAC will consist of those meeting one of more of the following criteria:

  • Consumer advocacy group / community-based organization member providing direct service to Medicaid members.
  • Clinical providers / administrators familiar with health and social needs of Medicaid members.
  • Members of participating Managed Care Organizations (MCOs), Prepaid Inpatient Health Plans (PIHPs), Prepaid Ambulatory Health Plans (PAHPs), Primary Care Case Management (PCCM) entities, or a health plan association representing more than one such plans.
  • Healthcare policy expert
  • Behavioral health specialist
  • Long-Term Care expert
  • Legal or compliance professional

Beneficiary Advisory Council

The Beneficiary Advisory Council (BAC) is a statewide committee consisting of current and former Medicaid members, and caregivers / family members of Medicaid recipients that launched in June 2025. The BAC will interact with the MAC in the following ways:

  • A portion of MAC members will be BAC members with voting rights.
  • Time will be set aside during MAC meetings for BAC members to speak.
  • Discussion topics will have some overlap.
  • BAC meetings will precede MAC meetings.
