Office of Recipient Rights Training Courses

Training Coursed Provided by the Michigan Department of Health and Human Services Office of Recipient Rights


The courses described below are intended for individuals employed by the department, community mental health services programs (CMHSPs), and licensed psychiatric hospitals (LPHs) to provide recipient rights protection to individuals receiving behavioral health services.

Courses Offered

BASIC SKILLS TRAINING, Part 1

This course is designed to provide participants with knowledge of the laws required to carry out the mandates of the Mental Health Code and the activities necessary to operate an ORR office in compliance with applicable laws, rules and standards. Newly hired staff employed to provide rights protection to recipients of behavioral health services must attend both parts of Basic Skills Training within 90 days of hire. 

This is a two-day training course, and attendees must be present both days.

BASIC SKILLS TRAINING, Part 2

This course is designed to provide participants with skills related to investigation, report writing and processing that are needed to carry out the requirements of the Michigan Mental Health Code.

This is a three-day training course, and attendees must be present every day. Attendees must successfully complete a written exam after this training to be issued a certificate for the completion of Basic Skills Part 1 and Basic Skills Part 2.

BUILDING BLOCKS OF REPORT WRITING   

This course is intended for recipient rights staff who have been completing investigative reports for at least three months, and builds upon skills learned in Basic Skills trainings. Attendees will gain additional knowledge on writing comprehensive allegation statements, identifying correct citations for complaints, and understanding and creating accurate issue questions.

Note: This training is not required but is strongly encouraged for all recipient rights staff completing rights investigations. Trainings may be cancelled if fewer than 5 individuals register and will be asked to register for the next scheduled training.

This course provides basic information to recipient rights advisory members on what their role is while serving on the committee. The training is presented virtually.

EXECUTIVE DIRECTORS TRAINING

This course will provide CMHSP executive directors and LPH unit directors with critical information on their role within the rights protection system. Virtual training for new executive directors or hospital directors is provided on an as-needed basis. Contact us at MDHHS-ORR-Training@michigan.gov to schedule a training.

Non-MDHHS ORR Training Approval Process

All staff employed by the department, CMHSPs, and LPHs to provide rights protection are required to complete 8 hours of training in recipient rights topics annually. In addition to the training described above, MDHHS ORR hosts the Recipient Rights Conference to assist in satisfying this requirement. Information about the conference can be found on this page: The 32nd Annual Recipient Rights Conference.

MDHHS ORR will consider training presented by other sources in meeting annual training requirements. Requests for approval must be submitted in writing as soon as possible, but no later than 30 days prior to the end of each fiscal year. Use the form below to request approval.
