All staff of the Department, a community mental health services program, or a licensed private hospital, employed for the purpose of providing recipient rights services shall attend and successfully complete the Basic Skills curriculum as determined by the State Office of Recipient Rights, within the first 90 days of employment.

The Community Mental Health Service Program (CMHSP) shall assure that within six (6) months of the effective date of employment, Executive Directors hired by a CMHSP shall be required to attend a Recipient Rights training focused on the role of the Executive Director relative to the Recipient Rights protection and investigation system.

The Community Mental Health Services Program shall also assure that all contractual agreements with service providers who: (1) are required by the Mental Health Code to implement their right system or, (2) through contractual agreement are required to implement their own rights system, include language which requires staff appointed as Rights Officers/Advisors (and those identified as their alternates) to attend and successfully complete the Basic Skills Training Program offered by the Department's Office of Recipient Rights.

  • Dress for all sessions is casual. 
  • Unless noted otherwise, sessions are conducted from 8:30 AM - 4:30 PM. Session times for Building Blocks of Report Writing are 9:00 AM - 4:00 PM.
  • Morning and afternoon refreshments are provided, but lunch is on your own.

Please note, Recipient Rights Basic Skills Training is not Substance Abuse Rights Training.  Those interested in Substance Abuse Rights Training, please call the Michigan Department of Health & Human Services, Office of Recovery Oriented Systems (CARE)  at 517-335-2300.

Newly hired rights staff must attend both parts of Basic Skills Training within 90 days of hire.  Rights staff that take a new rights position, or return to a previously vacated position, and have not attended Basic Skills Training for 3 years, must retake Basic Skills Training.

COURSE DESCRIPTION
The first part of the mandatory training, this course is designed to provide participants with the knowledge of the laws required to carry out the mandates of the Mental Health Code and the activities necessary to operate an ORR office in compliance with applicable laws, rules and standards. 3.0 Recipient Rights CEU credits are available for returning rights staff.

COURSE DESCRIPTION
The second part of the mandatory training, this course is designed to provide participants with the skills related to investigation, report writing and processing that are needed to carry out the requirements of the Michigan Mental Health Code. 6.0 Recipient Rights CEU credits are available for returning rights staff.

COURSE DESCRIPTION
A review of the basic concepts of investigative report writing.  Content covers the areas of recognizing appropriate citations, development of issue questions, and an effective conclusion.   Enrollment is limited to those who have successfully completed Basic Skills Training.  4.5 Recipient Rights CEU credits are available for this training session.  Attendees must bring a copy of the Mental Health Code and Administrative Rules book given to them at Basic Skills Training.

Developing Effective Rights Training (DERT)   

COURSE DESCRIPTION
Developing Effective Training is a program for everyone who is involved in training staff on Recipient Rights.  This interactive training provides foundational, experiential and practical information to trainers in every setting; MDHHS, CMH, LPH/U and Agencies responsible for rights training.  6.0   Recipient Rights CEU credits are available.

- Principles of training for adult learners
- Using introductory and closing activities effectively

- Audience based rights training

REGIONAL RECIPIENT RIGHTS ADVISORY COMMITTEE TRAINING
REGIONAL RECIPIENT RIGHTS APPEALS COMMITTEE TRAINING    

Training is required for the members of your Rights and Appeals Committees.  MDHHS-ORR staff can help provide this training for you on an as needed basis.  You must be willing to host committee members from other agencies in your area.  Contact the Training Division at 248-348-9961Phone for details.
