Michigan Department of Community Health Releases Public Health Consultation for the New Beard Elementary School

November 5, 2001

The Michigan Department of Community Health has released a draft Public Health Consultation for the New Beard Elementary School for public comment. The consultation finds that soil contamination at the New Beard Elementary School property poses no public health hazard.

The Detroit Public Schools system has recently completed construction of the New Beard Elementary School at 7036 Chatfield Street in Detroit. The property has a long history of industrial use that left contaminants in the soil including arsenic, lead, PCBs and volatile and semi-volatile organic compounds. Much of the contamination has been removed during remediation and construction activities. However, some contaminants, primarily arsenic, remain in soil at the property. Exposure barriers, including an extensive site cap, pavement, and the school building itself, have been installed to prevent human exposure now and in the foreseeable future. The Detroit Public Schools system has developed a plan that includes monthly inspections of the site cap, paved areas, the concrete building floor, and other exposure barriers to prevent unacceptable human exposures.

The Department of Community Health recommends that the Detroit Public Schools system carry out the provisions of its plan, including monthly inspections, and prevent future activities on the property that would compromise the integrity and protectiveness of the exposure barriers. The Department of Community Health also recommends that the Detroit Public Schools system ensure that the property complies with the applicable requirements of Part 201, Environmental Remediation, of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended.

The Department of Community Health invites the public to review the Public Health Consultation and offer comments on it. Copies of the Public Health Consultation are available for public review at the Detroit Public Schools, Schools Center Building, 5057 Woodward Avenue, First Floor Security Center and the Herbert Bower Branch of the Detroit Public Library, 3648 W. Vernor Hwy./W. Grand Boulevard.

Information and comments should be addressed to Dr. Linda D. Larsen, Michigan Department of Community Health, Division of Environmental and Occupational Epidemiology, 3423 North Martin Luther King Jr. Blvd., P.O. Box 30195, Lansing, Michigan 48909. People may also call the toll-free telephone number, 1?800?648-6942 (1-800-MI?TOXIC). Comments on the Public Health Consultation must be received by December 7, 2001. All comments received will be evaluated and considered and responses will be provided in the final version of the Consultation.

The Michigan Department of Community Health Division of Environmental and Occupational Epidemiology conducted the Public Health Consultation for the New Beard Elementary School under a cooperative agreement with the federal Agency for Toxic Substances and Disease Registry (ATSDR). Information concerning the human health effects of exposure to environmental contaminants such as arsenic can be found on the Agency for Toxic Substances and Disease Registry (ATSDR) web page at http://www.atsdr.cdc.gov/toxfaq.html.
