MDCH Issues RFP for Integrated Care Organizations with the Dual Eligible Project

LANSING – The Michigan Department of Community Health (MDCH) recently released the Request For Proposal (RFP) for entities interested in becoming an Integrated Care Organization (ICO) with the demonstration program to integrate care for Michigan residents dually eligible for Medicare and Medicaid. The RFP will be used to evaluate and select bidders to contract as ICOs.

Bidders must be approved through the Medicare plan selection process to be considered by the state. These entities will be responsible for providing all physical health, long term supports and services, and pharmacy services to individuals who enroll in the initiative. ICOs will also be responsible for coordinating with Michigan’s Prepaid Inpatient Health Plans (PIHP) to ensure coverage of behavioral health supports and services to enrollees with developmental disabilities, mental illness, or substance use issues.

The RFP has been posted to the Michigan Department of Technology, Management and Budget (DTMB) Buy4Michigan website at www.buy4michigan.com. To get to the RFP, interested bidders can visit the website and click on “Open Bids” to select the RFP and review its content and additional documents. Questions from potential bidders about the RFP are due by August 12, and all proposals are due by September 3.

MDCH is in the process of working with the Centers for Medicare and Medicaid Services (CMS) to develop a Memorandum of Understanding (MOU) that will establish the parameters of the program.
