Data and Outcomes
To ensure that children and their families are improving as an outcome of their mental health treatment, Mental Health Services to Children and Families Division of MDHHS monitors the outcomes of children served through the use of the Child and Adolescent Functional Assessment (7 years and older), the Preschool and Early Childhood Functional Assessment (4-6 years), or the Devereux Early Childhood Assessment (birth to 47 months).
In the MDHHS contracts with Prepaid Inpatient Health Plans (PIHPs) and Community Mental Health Service Programs (CMHSPs) one of the following age-appropriate assessment tools are required for all children with Serious Emotional Disturbance (SED), birth through 17 years and/or as long as they are receiving children’s specialty behavioral health services:
- Child & Adolescent Functional Assessment Scale (CAFAS)
- Preschool & Early Childhood Functional Assessment Scale (PECFAS)
- Devereaux Early Childhood Assessment (DECA)
PECFAS and CAFAS GUIDANCE
To ensure that CMHSPs and PIHPs provide for the administration of the PECFAS and CAFAS to children served in the behavioral health system, a GUIDANCE has been developed and is updated regularly to clarify requirements for the administration of the tools, the training requirements, and the MDHHS support for the administration and training in the tools.
Up-to-date copy of the GUIDANCE.

Devereux Early Childhood Assessment (DECA)
MDHHS is working with all CMHSPs and their provider network to ensure the use of the Devereux Early Childhood Assessments as an outcome measure for infants, toddlers and young children (ages 1 month to 4 years of age) served in the public mental health system.
The use of the DECA is required at intake, quarterly and upon discharge.
Training is provided for clinical staff via webinar and in person. The training calendar for “face to face” training is listed on the http://www.eotta.ccresa.org/ training calendar.
