MDHHS ORR has direct jurisdiction over all behavioral health services provided by MDHHS employees.
MDHHS ORR cannot directly intervene in disputes, complaints, or concerns with services provided by Community Mental Health Services Programs (CMHSPs) or Licensed Psychiatric Hospitals (LPHs) but can provide referral services to the appropriate ORR with jurisdiction.

All recipient rights complaints that are submitted to MDHHS ORR involving services provided by a CMHSP or LPH will be forwarded to the appropriate rights office.
