What led to the creation of Track-Kit™ in Michigan?
Below is a timeline leading to the implementation of Track-Kit™, Michigan’s sexual assault evidence kit tracking system:
- 2009-2017: Approximately 11,000 kits released to the Detroit Police Department were discovered, untested, in a Detroit warehouse. A subsequent statewide audit by the Department of Attorney General and by the Michigan State Police revealed that there were several thousand additional released kits, untested, at law enforcement agencies across the state.
- 2014: The Michigan legislature passed the Sexual Assault Kit Evidence Submission Act, creating timelines for retrieval, submission to lab, and testing of kits. That same year, the legislature passed the Sexual Assault Evidence Kit Tracking and Reporting Act MCL 752.962, which created a Commission to identify and remedy the historical stockpile of unsubmitted and untested kits at law enforcement agencies throughout the state.
- 2016: The Commission recommended implementation of a statewide electronic system to track sexual assault kits and monitor organizations’ compliance with the deadlines in the Sexual Assault Kit Evidence Submission Act.
- 2017: The Michigan State Police entered into a contract for the statewide electronic tracking system, Track-Kit™.
- 2018: The pilot for Track-Kit™ began, followed by a phased statewide rollout.
- 2019: The state of Michigan completed the rollout of Track-Kit™ statewide.
