LANSING, Mich. – The Michigan Department of Community Health (MDCH) today announced changes in the new upcoming request for proposal (RFP) for the Comprehensive Health Plan Contract for Michigan’s Medicaid Health Plans (MHP). The Comprehensive Health Plan Contract provides health care services to Michigan’s Medicaid managed care beneficiaries, and is being rebid during fiscal year 2015 for new contracts to begin in fiscal year 2016.
The changes to the RFP involve service area locations and requirements, as well as a new Medicaid coverage group. The following pre-bid information outlines these changes which may require potential bidders to make additional preparations before responding to the RFP. Additional details including timing of the RFP will be forthcoming.
The State of Michigan has modified its approach regarding service area locations. Michigan's Prosperity Regions will be used for this bid. In a proposal, all counties within the region that is being bid must be included in the requested service area. Adequate networks for a Primary Care Provider to Patient ratio of 1:750 will be necessary in all counties in the proposals.
For this requirement, all counties in Region 1, the Upper Peninsula, have a rural exception designation so only one plan will be needed for mandatory MHP enrollment. Additionally, Regions 2 and 3, northern lower Michigan, must be bid together and include all counties in both regions due to the number of covered lives in these rural counties. A potential bidder may not bid on Regions 2 and 3 separately.
Michigan also intends to convert its current Children's Health Insurance Program (CHIP) program, called MIChild, from a stand-alone CHIP program to a Medicaid expansion group. This change is contingent on approval by the Centers for Medicare and Medicaid Services (CMS). If approved, this change will result in this population being included in the Comprehensive Health Plan bid and contract, and as such will follow MHP service area and network adequacy requirements rather than the current MIChild service area and network adequacy requirements.
