Lansing, Mich. August 19, 2013 – The Michigan Department of Health and Human Services (MDHHS) Bureau of Children and Adult Licensing (BCAL) has issued an order of summary suspension and notice of intent to revoke the child care license of Kalamazoo County group child care home provider Tamara Breen, License #DG390096484. She has operated a group child care home at 14415 South 31st St. in Vicksburg.
An Aug. 12, 2013, investigation uncovered violations of the Child Care Organizations Act and administrative rules regarding both the caregiver and child care home family/caregiver responsibilities.
BCAL took immediate emergency action to protect the health, welfare and safety of children.
The summary suspension order, effective immediately, prohibits Breen from operating a group child care home at the prior address and at any other address or location. Accordingly, she may not accept children for care after Aug. 12. The order also requires Breen to inform all parents of children in her care that her license has been suspended and that she can no longer provide licensed child care.
Breen has held a license to operate a group child care home since May 17, 2001. The license (now suspended) was for 12 children.
Michigan law defines a group child care home as “a private home in which more than 6 but not more than 12 minor children are given care and supervision for periods of less than 24 hours a day unattended by a parent or legal guardian, except children related to an adult member of the family by blood, marriage, or adoption. Group child care home includes a home in which care is given to an unrelated minor child for more than 4 weeks during a calendar year.”
Breen has the right to appeal this suspension. The case will be forwarded to the Michigan Administrative Hearing System for a hearing date.
