Applying for Funding

The Division of Victim Services (DVS) invites you to apply for grant programs. As part of the Michigan Department of Health and Human Services, DVS utilizes Electronic Grants Administration & Management System (EGrAMS) to provide notice about funding opportunities and access to open and closed solicitations.   

  • Notice: To receive funding notices, prospective applicants can register with EGrAMS and indicate the funding areas of interest. 

  • Open Solicitations: Open solicitations for DVS grants can be viewed on the EGrAMS portal by searching keywords or reviewing current grants listed under the Department of Health and Human Services, Bureau of Community Services. 

  • Closed Solicitations: Closed solicitations, past applications, and application requirements are also available on the EGrAMS portal by searching keywords or reviewing current grants listed under the Department of Health and Human Services, Bureau of Community Services.

Overview of major ongoing grant programs administered through the Division of Victim Services.

    Sexual Assault Focused Services Grants (SAFS)

    Funding varies by grant:

    Federal: SASP, VOCA, CVSF

    The purpose of the program is to provide sexual assault focused services for sexual violence survivors. They are the essential services that address the physical, social, emotional, and culturally appropriate needs of sexual assault survivors and their allies.

    Sexual Assault Comprehensive Services (SACS)

    Funding varies by grant:

    Federal: SASP, TANF, VOCA, CVSF

    The purpose of the program is to develop and/or sustain comprehensive sexual assault services that address the physical, social, emotional, and spiritual needs of sexual assault survivors and their allies. These services go beyond the most immediate, pressing needs to support more in-depth healing and empowerment. Different cultural expressions of trauma may require culturally congruent responses. Services made available to survivors of sexual assault should be representative of each community’s needs.

    Sexual Assault Nurse Exams (SANE)

    Funding varies by grant:

    State Restricted: SANE MCL 400.1531 et. seq.

    State: GF/GP

    Federal: VOCA, CVSF

    The purpose of the Sexual Assault Nurse Examiner (SANE) program is to respond to sexual assault patients’ emotional and physical needs as well as evidentiary needs for prosecution. A primary goal of a SANE nurse is to strive to preserve their patients’ dignity, ensure that victims are not re-traumatized by the exam, and assist the patient in gaining control by allowing them to make the decisions throughout the medical exam/evidence collection process.

    Statewide Sexual Assault Hotline (SSAH)

    Federal: VOCA

    The focus of the program is to provide direct services to sexual assault victims. This grant supports the day-to-day management of the State of Michigan Sexual Assault/Voices4 Hotline.

    STOP Violence Against Women Courts (STOPC) Federal: STOP The focus of the program is to provide a dedicated domestic violence and sexual assault case docket.
    STOP Violence Against Women Grant (STOPL) Federal: STOP The focus of this program is to provide dedicated sexual assault, domestic violence, dating violence and or stalking response projects for law enforcement or prosecution.
    STOP Violence Grant – Victim Services (STOPV) Federal: STOP The focus of this program is to provide criminal justice related victim advocacy support of for sexual assault, domestic violence, dating violence victims. Tribes were allowed to apply for any STOP allowable purposes.

    This program is to enhance or expand the services offered by child advocacy centers with a demonstrated history of providing services to victims of child sexual abuse and their non-offending family members.

    State Restricted: PA 166 of 2022, sec 459

    This program supports Child Advocacy Centers (CAC) to increase the number of services provided to victim of child abuse and their families.

    VOCA Children’s Advocacy Center (CACV)/(CACV2)

    Federal: VOCA

    This program is to enhance or expand the services offered by child advocacy centers with a demonstrated history of providing services to victims of child abuse and their non-offending family members.

    Domestic Violence Comprehensive Services (DVCS)

    The purpose of this program is to provide support for domestic violence services in Michigan.

    The purpose of this program is to provide support for domestic violence services in Michigan.

    Domestic Violence Comprehensive Services MSHDA/ES (DVCSM)

    The purpose of this program is to provide support for domestic violence services in Michigan.

    Statewide Domestic Violence Hotline (SDVH)

    Federal: VOCA

    The focus of the program is to develop and provide trained, trauma-informed hotline services to victims of domestic and intimate partner violence across the state of Michigan through a fully staffed 24-hour phone, text, and online hotline response.

    The purpose of this program is to enhance and expand human trafficking services.

    Human Trafficking Expansion Project (HTEPP)

    The purpose of the program is to expand and strengthen victim service programs for survivors of human sex and labor trafficking by developing capacity in organizations with limited experience in serving victims of human trafficking and managing federal and state funding to serve those victims.

    The focus of the program is to enhance or expand the services offered by victim service organizations with a demonstrated history of providing services to victims of human trafficking.

    Culturally Specific Responsive Services for Underserved Victims of Crime (CSRUV)

    Federal: VOCA

    This program is intended to expand and strengthen culturally specific and culturally responsive victim services for underserved survivors of crime by supporting expanding services for organizations with prior experience in serving victims of crime and managing federal and state funding to serve those victims.

    Culturally Specific and Underserved (CSU & CSUP)

    Federal: FVPSA, STOP, SASP,

    State: GF-GP

    This program is to provide services to underserved victims of domestic violence, sexual assault, dating violence. This is flexible funding program that is intended to support organizations whose primary purpose is to provide culturally specific services.

    Culturally specific set aside (STOP CSU/CSUP)

    Funding varies by grant:

    STOP Formula Grant

    Culturally specific allocation: 42 U.S.C. 13925 defines “culturally specific” as primarily directed toward racial and ethnic minority groups (as defined in 42 U.S.C. 300u-6(g)). An organization will qualify for funding for the culturally specific allocation if its primary mission is to address the needs of racial and ethnic minority groups or if it has developed a special expertise regarding services to address the demonstrated needs of a particular racial and ethnic minority group. The organization must do more than merely provide services to the targeted group; rather, the organization must provide culturally competent services designed to meet the specific needs of the target population.

    Supervised Visitation and Safe Exchange Services for Crime Victims (SUPVS)

    Federal: VOCA

    The purpose of this program is to fund organizations that can assist with visitation between parents and children. Grantees provide supervised visitation and safe visitation exchange for children with parents in situations involving domestic or dating violence, child abuse, sexual assault or stalking.

    Transitional Supportive Housing (TSHV)

    The focus of the program is to provide safe, single-family housing coupled with supportive services to survivors of domestic violence, sexual assault, stalking, and people with disabilities abused by their caretakers, as well as the dependent children of these survivors.

    Transitional Supportive Housing (TSH)

    Federal: TANF

    The Transitional Supportive Housing program focuses on a holistic, victim-centered approach to provide safe, single-family housing coupled with supportive services that assist victims in maintaining safe, affordable housing. Successful programs provide a wide range of flexible and optional services that reflect the individual needs of victims and allow them to choose the course of action that is best for them.
