MDHHS launches innovative bed management tool to strengthen juvenile justice placement across Michigan

LANSING, Mich. – The Michigan Department of Health and Human Services (MDHHS) announces the statewide launch of its Bed Management Tool; a digital platform designed to strengthen youth placement coordination and enhance real-time reporting across Michigan’s juvenile justice system. 

 

Developed in partnership with the University of Michigan’s Child and Adolescent Data Lab, the Bed Management Tool was created in response to the need for efficient, data-driven decision making in placement and treatment for youth involved in Michigan’s juvenile justice system. By offering a centralized, interactive dashboard, the tool provides up-to-date information on available juvenile justice beds statewide, reducing delays and administrative burden while helping youth receive timely, appropriate care. This project is funded through a larger juvenile justice reform effort of more than $825,000 in federal grants awarded to MDHHS by the Department of Justice Office of Juvenile Justice and Delinquency Prevention (OJJDP).

“MDHHS is dedicated to transforming Michigan’s juvenile justice system to ensure every youth is placed in an environment that best supports their needs,” said Elizabeth Hertel, MDHHS director. “The Bed Management Tool represents a key step forward leveraging data, technology and collaboration to drive better outcomes for young people” 

 

Key features of the Bed Management Tool include: 

  • A real-time, statewide snapshot of available juvenile justice beds within their home communities and youth placement across the state. 
  • An interactive map showing facility locations and geographic proximity. 
  • Better alignment of facility services to meet treatment needs.  

 

“A statewide centralized bed management system is critical to optimizing our detention and residential treatment resources throughout the State of Michigan,” said Kevin Mitchell, Director of Children’s Services, Washtenaw County. “This new system will allow Courts to quickly locate out-of-home placement for youth, increasing caseworker efficiency with less searching for available beds. In addition, detention and residential treatment facilities will have reduced inquiries for available beds. It is our hope this system will help us utilize our resources more effectively across the state and long waits for detention and residential treatment services will be reduced.”  

 

Future enhancements coming in the fall of 2025 will include advanced search capabilities, allowing users to filter facilities by services offered, gender served, age range, and other specialized criteria to better align youth with services and treatment. 

 

The tool also functions as a statewide reporting system, giving agencies, facilities, and policymakers better visibility into where youth are placed and monitor occupancy trends. This data supports smarter planning and resource allocation helping to ensure whenever possible, youth are served in their own communities through the least restrictive, community-based services and treatment.  

 

The Bed Management Tool launched on July 30, 2025 with over 80 facilities listed in the tool and more expected by the end of the year.  Data collected through the system will be made publicly available later this year, further promoting transparency and accountability. 

 

The launch aligns with broader reforms initiated by the Task Force on Juvenile Justice Reform, established by Governor Gretchen Whitmer in June 2021 through Executive Order 2021-06. The Task Force led a comprehensive, data-driven review of Michigan’s juvenile justice system, recommending strategies grounded in research and constitutional principles to reduce racial disparities and keep youth closer to home.
