Individual Caregivers

Home Help Caregivers Notice of ElectionAn election by secret ballot will be conducted under the direction and supervision of the Michigan Employment Relations Commission (MERC) among the eligible voters described herein to determine the representative, if any, desired by them for the purposes of collective bargaining with their employer. Those persons eligible to vote are: All individual home help caregivers selected by a participant or the participant's representative, who provides individual home help services to a participant. Excluding: Caregivers who provide services through an agency provider, an integrated care organization, or similar entity. 

Date, time, and place of election:

  • Ballot Packets Mailed to all eligible voters on or before Monday, September 15, 2025.
  • Return Ballots by Mail or Lobby Drop Off to MERC’s Detroit Office (Cadillac Place).
  • Return Ballots Must Reach the MERC Detroit Office by Mon, Oct. 6, 2025 @ 5pm.

Individual Caregivers

An individual caregiver or provider is defined by MDHHS as the direct care worker employed directly by the Medicaid beneficiary, also known as the client. The individual provides Home Help personal care services to the Medicaid beneficiary and submits directly to Michigan Medicaid to be paid.  

Individual caregivers must have their enrollment approved through the online MDHHS CHAMPS Provider Enrollment (PE) subsystem to be reimbursed for covered services rendered to eligible Medicaid beneficiaries. The individual caregiver has the option to be enrolled on their own or on their own and associate to an enrolled Home Help agency.  

Note if you currently work for an agency they may complete the CHAMPS enrollment application on your behalf.

  2. CHAMPS Instructions 
      • Instructions on how to complete and submit the CHAMPS provider enrollment application, revalidation, and more.
      • Check that your CHAMPS provider enrollment email address is correct so you can receive EVV login credentials. 
    1. Final Steps After completing steps 1 and 2, contact the MDHHS local county office to get authorized, provide services, and submit an ESV for payment.
    2. Electronic Visit Verification (EVV) As of September 3, 2024, all Home Help individual caregivers, unless exempt, must be using EVV. Visit the Michigan EVV website www.Michigan.gov/EVV to view training materials and more. Some caregivers may not have to use EVV. Review MMP 24-21 for exceptions.
      • In addition to using EVV, Home Help caregivers must also continue to use their current service verification methods (CHAMPS Electronic Service Verification (ESV) or Paper Service Verification (PSV)). Payments will continue to be based on the data recorded on the current service verification methods until further notice. Details can be found in L Letter 24-38.
